Govt comes up with stricter norms for social media, OTT platforms...
Union Information and Broadcasting Minister Prakash Javadekar on Thursday announced guidelines for the regulation of OTT platforms. Javadekar said there are at least 40 OTT platforms such as Netflix, Amazon Prime and Hotstar (Disney Plus), and hundreds of news content websites.
Addressing the media, the Union Minister for Electronics and IT, Ravi Shankar Prasad said that social media platforms will be classified under two categories – social media intermediaries and significant social media intermediaries – with the latter being subject to greater obligations.
Guidelines for regulation of OTT platforms:-
Prakash Javadekar said that the government has decided to have a three-tier system for regulation of OTT platforms. These include information, self-regulation and oversight.
First Category: Information
1) OTT and digital news media will have to provide details about the content they publish.
2) The government is not mandating registration but is seeking information regarding the content.
3) Both OTT platforms and digital portals should have a grievance redressal system.
4) India should have a residence of a Grievance Redressal Officer.
The second category: self-regulation
1) OTT platforms will require a self-regulating body, headed by a retired Supreme Court or High Court judge or very eminent person.
2) There should be a place to attend to complaints, hearings and decide on the same.
Third Level: Oversight Mechanism
1) In some large cases a monitoring mechanism will also be put in place where decisions will be taken immediately.
The minister further said that as there is no censor board for OTT platforms like the film industry, the content must be self-categorized to address age-related issues. He said that there should be a mechanism to ensure that children below the age of 13 do not see very clean content.
Let us know that some time ago, the Central Government said that in view of the complaints and suggestions received continuously on the content appearing on the OTT platform, guidelines have been prepared and they will be implemented soon. Information and Broadcasting Minister Prakash Javadekar gave this information in Rajya Sabha during Zero Hour.
He said that many complaints are being received about the content appearing on the OTT platform and some suggestions have also been received regarding its regulation.
